9 SETTING UP A BUSINESS: INSTRUCTIONS FOR USE New Caledonia’s regulatory framework is largely based on the metropolitan model, with a few specific features linked to the transfer of powers and the special status of New Caledonia. The mission of the Southern Province Investor Relations Office is to guide investors through the administrative procedures required to set up a business in the Southern Province. The consular chambers (CCI, CMA, CAP-NC) provide information, training, support and guidance to entrepreneurs. They offer group information meetings and one-to- one meetings, and have extensive documentation that can be consulted on site or online. They all have a Centre de Formalités des Entreprises (CFE), which collects documents, provides information and carries out the formalities involved in setting up a business. Tool for centralising schemes: CESAM "Facilitate your business". The Government has created a digital platform dedicated to businesses, which centralises all the aid, formalities, services and support available to entrepreneurs in the territory. It facilitates access to the entrepreneurial process by offering schemes tailored to the entrepreneur’s situation. Nearly 200 schemes are listed here as part of a personalised support approach. 91
